Luis Zarraluqui Ortigosa

Luis Zarraluqui Ortigosa

Born in () in 1955 to a family from Navarra, he is married and has three children. He has lived in since 1966.

He is a town planning architect from the of (1980), and has a Master in Town Planning Management from the University Polytechnic of Catalonia (1987) as well as a Master in Public Management from the (1995). He is a member of the Spanish Association of Planning Technicians, of which he was a board member from 1996 to 2002.

He was an associate professor of the between 1981 and 1991, the last three years of which he was the head of Urban Development and Planning in the final year of the Architecture degree.

Following several years as an independent professional, he joined the Territory Planning and Development Department of the Government of Navarra in 1986, as a civil servant. He was the Director General of Territory Planning and the Environment between 1991 and 1995; Director General of Territory Planning and Housing from 1995-1996; Director of the Territory Planning and Urban Development Service between 1996 and 1999; and Director General of Territory Planning and Housing from 1999-2003.

In 2003, he returned to the private sector as head of developments in the northeast of for Grupo Larcovi S.A.L. (2003-2007) and technical director of Grupo Miguel Rico y Asociados S.L. between 2007 and 2011.

At the end of 2011, he returned to his position as a civil servant in the Housing Service of the Government of Navarra.

In June 2012, he took office as the Minister for Civil Works of the Government of Navarra.
